互联网+村庄“一事一议”:效应、困境及路径——以阳西县的互联网+乡村社会治理实践为例

摘　　要：互联网+村庄“一事一议”是指把移动互联网、大数据、云计算等现代信息技术手段与村庄“一事一议”制度进行融合,以优化村庄“一事一议”制度结构、提升村庄“一事一议”制度运行绩效的过程。互联网+村庄“一事一议”可产生积极效应:优化传统的村庄“一事一议”制度模式。互联网+村庄“一事一议”的实施仍面临诸多现实困境:村庄互联网信息基础设施建设相对滞后;村庄互联网信息技术人才较为匮乏;村民对互联网+村庄“一事一议”的接受度较低;村庄互联网信息技术共享存在障碍。互联网+村庄“一事一议”的优化路径在于:确定互联网+村庄“一事一议”的高效、便民目标;大力推进村庄互联网信息基础设施建设;培育和引进服务村庄的互联网信息技术人才;不断强化村民关于村庄社会治理的“互联网+”认知;搭建村庄“一事一议”有效运作的互联网治理平台、促进信息共享;为互联网+村庄“一事一议”的有效运作提供组织、机制及制度保障。Internet+Villages’“One Case One Meeting”refers to the integration of the mobile internet,big data,cloud computing and other modern information technology means and the villages’“One Case One Meeting”institution to optimize the institutional structure of villages’“One Case One Meeting”and improve the operational performance of villages’“One Case One Meeting”institution.Internet+Villages’“One Case One Meeting”can produce positive effects,optimizing the traditional villages’“One Case One Meeting”system.The implementation of Internet+Villages’“One Case One Meeting”still faces many practical predicaments:the construction of Internet information infrastructure in villages lags behind;internet information technology talents in villages are scarce;the villagers’acceptance of Internet+Villages’“One Case One Meeting”is low;there are barriers to share internet information technology in villages.The optimization paths of Internet+Villages’“One Case One Meeting”lies in determining the efficient and convenient goal of Internet+Villages’“One Case One Meeting”,vigorously promoting the construction of internet information infrastructure in villages,cultivating and introducing internet information technology talents to serve villages,strengthening villagers’awareness of“Internet plus”on villages’social governance,building an effective internet governance platform for villages’“One Case One Meeting”and promoting information sharing,and providing guarantees from the organization,mechanism,and institution for the effective operation of Internet+Villages’“One Case One Meeting”.
