摘　　要：打造宜居宜业宜游的优质生活圈,是粤港澳大湾区建设的重要内容。与世界先进湾区宜居环境相比,粤港澳大湾区主要城市的房价收入比高,房租价格、通勤成本、饮食价格和服务价格较低,在生态环境、公共服务和文化旅游等宜居指标上总体还存在较大差距。粤港澳大湾区是建立在一个国家、两种制度、三个关税区、三种货币、四个中心城市背景下的区域一体化合作框架,在推进优质生活圈建设过程中,还面临区域协同治理体系有待进一步加强、大湾区城市内部的宜居水平差距较为明显等诸多短板和限制性因素。建设粤港澳大湾区优质生活圈,应坚持以高标准的区域一体化,推动大湾区宜居环境的整体提升;深化公共服务共建共享合作机制,解决好大湾区群众急难愁盼问题;贯彻生态文明和绿色发展理念,推动大湾区生产生活方式转型;深入实施城市更新行动,推进城市空间优化和高质量发展;坚持以文塑旅、以旅彰文,共同打造具有国际影响力的人文湾区和休闲湾区。It is an important part of the construction of Guangdong-Hong Kong-Macao Greater Bay Area to build a high-quality life circle suitable for living,working and traveling.Compared with the livable environment of the world’s advanced bay areas,the major cities in Guangdong,Hong Kong and Macao have high housing prices and incomes,relatively low rent prices,commuting costs,food prices and service prices,and there is still a big gap in livable indicators such as ecological environment,public services and cultural tourism.As the Guangdong-Hong Kong-Macao Greater Bay Area is a regional integration cooperation framework established under the background of one country,two systems,three tariff zones,three currencies and four central cities,in the process of promoting the construction of a high-quality life circle,it also faces many shortcomings and restrictive factors,such as the need to further strengthen the regional collaborative governance system and the obvious gap in livability level within the cities of the Greater Bay Area.To develop a quality living circle in the Guangdong-Hong Kong-Macao Greater Bay Area,we should adhere to high standards of regional integration and promote the overall improvement of the livable environment in the Greater Bay Area.To deepen the mechanism for joint contribution,sharing and cooperation in public services to address the needs and concerns of the Greater Bay Area;to implement the concept of ecological civilization and green development,and promote the transformation of production and lifestyle in the Greater Bay Area;we will thoroughly implement the urban renewal initiative to optimize urban space and promote high-quality development.We will continue to use culture to shape tourism and tourism to highlight culture,and jointly build a cultural Bay Area and a leisure Bay Area with international influence.
