集中用地社区中心规划实施评估及模式研究

摘　　要：在新时代中国特色社会主义背景下,社区中心规划建设呈现独特的发展路径,集中用地社区中心即是21世纪初提出的新模式;在进入新时期后,应跟进高品质发展要求,及时检讨并优化该模式。文章对南京首个采取集中用地社区中心模式、迄今历时20年的河西新城中部地区进行规划实施评估,分析规划实施中的“顺”与“困”,并引入社区生活圈发展理念,将其置于城市社区公共设施的集聚空间结构中进行整体考察,总结既有集中用地社区中心模式的优点和欠缺点,从集中用地精细化、便利性导向的整体性规划引导和新城社区中心空间再优化等3个方面对该模式进行再思考,并提出优化建议。Against the background of Socialism with Chinese characteristics in the new era,the planning and construction of community center presents a unique development path,centralized land use planning mode of community center is put forward at the beginning of the 21st century.In the new era,the mode should be reviewed and optimized to meet the requirements of high-quality development.The paper evaluates the community center planning implementation of the central area of Hexi new town,which is the first planning unit using the planning mode in Nanjing.With an overview of the general urban spacial structure of community service facilities based on the concept of community life circle,the paper analyzes the success and difficulties in planning implementation,concludes the advantages and disadvantages of current modes of community center in centralized land,rethinks the planning mode from three aspects:fine governance of centralized land,convenience oriented overall planning,optimization of community center space in the new town.
