摘　　要：国土空间治理体系建设是坚持生态文明、提升城乡活力和实现高质量人居环境的重要途径。北京城市副中心作为大城市新区规划建设样板,积极落实国土空间规划改革要求,探索构建了面向高质量发展的城市规划建设管理体系和机制路径。文章剖析北京城市副中心高质量发展的内涵和规划实施中存在的问题,构建北京城市副中心“三个维度、六大体系”的国土空间治理体系框架,并重点从规划编制体系、审批管理机制、实施监督路径等3个方面,探讨北京城市副中心在传导层级、权责关系、管理流程、实施模式、体检评估等领域的关键创新。The construction of territorial space governance system is important in improving ecological civilization,urban-rural vitality,and high quality living environment.The sub-center of Beijing explores the urban planning management system and mechanism for the high quality implementation of territorial space planning requirements.With an analysis of the connotation of high quality development and problems in implementation,the paper establishes a territorial space governance framework of the sub-center of Beijing including three dimensions and six systems,and discusses the key innovations of the framework in transmission levels,power-right relationship,management process,implementation mode,and physical examination and evaluation from three aspects:planning and compilation system,approval management mechanism,implementation and supervision path.
