摘　　要：公安机关出入境管理部门作为守卫国门的重要防线,面临着严峻复杂的反恐处突形势。一些公安机关出入境管理部门在一定程度上存在着反恐意识有待提高、体制机制有待进一步完善、运用高科技手段服务反恐工作水平有待提高、防范打击涉恐活动能力有待提高等问题。在反恐处突背景下,提升公安机关出入境管理部门工作效能,亟须进一步完善出入境管理法律体系建设,强化反恐全时段意识,健全完善各项工作制度,提高反恐工作的信息化运用水平,健全国际警务执法合作机制。As an important line of safeguarding the country,the exit-entry management department of the public security authorities is facing a severe and complex situation of anti-terrorism and emergency response.At present,there are some problems in the exit-entry management departments,such as inadequate awareness of counter-terrorism,imperfect mechanism and system,low level of application of high-tech means to serve counter-terrorism,and insufficient ability to prevent and combat terrorism related activities.In the context of anti-terrorism and emergency response,efforts should be made to improve the construction of the exit-entry management legal system,strengthen the full-time awareness of counter-terrorism,establish and improve various working systems,optimize the information application level of counter-terrorism work and improve the international police law enforcement cooperation mechanism,so as to improve the efficiency of China’s exit-entry management.
