摘　　要：开源情报与大数据、人工智能等技术的有效结合,为反恐行动风险管理提供了全新思路。在遵循风险管理原则基础上,充分考虑开源情报作用,建立反恐行动风险指标体系,分析反恐行动中开源情报风险指标的搜集和处理方法,综合应用层次分析法和模糊综合评价法,对反恐行动风险进行分析和预警,以最大程度降低反恐行动风险。The effective combination of open-source intelligence,big data,artificial intelligence,and other technologies provides a new approach for risk warning in counter-terrorism operations.Following the principle of risk management,fully consider the role of open-source intelligence,establish a risk indicator system for counter-terrorism operations,analyze the collection and processing methods of open-source intelligence risk indicators in counter-terrorism operations,and comprehensively use analytic hierarchy process and fuzzy comprehensive evaluation method to analyze and warn of counter-terrorism operation risks to minimize counter-terrorism operation risks.
