霍桑实验原理在食品药品检验机构科研管理工作中的启示和探析

摘　　要：食品药品检验机构是食品药品监管的重要技术支撑力量,近年来能力建设、产业高质量发展、国民健康规划等监管和社会需求对相关机构的科研能力提出了更高要求。本文基于霍桑实验和霍桑效应理论,结合食品药品检验机构的特性,对其科研管理工作提升路径进行探析。通过分析可以看出食品药品检验机构科研发展存在主、客观两方面制约因素。科研人员是科研发展的主体,食品药品检验机构应站在“人”的角度注重科研文化制度性建设,并营造时时关注的氛围,使科研人员在团队内获得认同感,对其负面情绪及时做好疏导疏泄,并发挥“非正式群体”的主观能动作用,以推动食品药品检验科研事业蓬勃发展。Institutes for food and drug control provide significant technical support for food and drug safety supervision.In recent years,capacity building,industrial high-quality development,national health planning,and other regulatory and social needs have put higher demands on the scientific research capacity of these institutes.Based on the Hawthorne experiment and Hawthorne effect theory,together with the properties of institutes for food and drug control,this paper analyzes and explores the improvement path of scientific research management.From the analysis,it is found that there are subjective and objective constraints on the development of scientific research in institutes for food and drug control.Researchers are the main body for scientific research development.To promote the vigorous development of scientific research,the institutes for food and drug control should pay more attention to the institutional construction of scientific research culture from a humancentered perspective and create an atmosphere of constant attention among people so that researchers can gain recognition in the team and timely relieve their negative emotions,while making the"informal group"play a subjective and active role.
