摘　　要：借鉴制度分析与发展(IAD)框架,提出先行先试政策的普适性推广评估理论模型,以贵州省森林康养步道先行先试政策为例开展研究分析,结合国内外创新政策,提出全省先行先试政策,旨在为持续推进森林康养步道制度创新、国内外交流合作和政策创新应用提供参考。This paper first draws on the institutional analysis and development(IAD)framework,and proposes a universal promotion evaluation theoretical model of the pilot policy.Then,taking the pilot policy of forest health trail in Guizhou Province as an example to carry out research and analysis.Finally,combined with domestic and foreign innovation policies,the provincial first pilot policy is proposed to provide reference for the continuous promotion of forest health trail system innovation,domestic and foreign exchanges and cooperation,and policy innovation and application.
