“双碳”目标下,绿色制造助推电气产业高质量发展的探讨研究——以乐清为例

摘　　要：近年来许多国家对进口产品设置了“绿色贸易壁垒”,一些发达国家消费者已表现出热衷于购买环境无害产品的绿色消费新动向,并且未来欧美必然还会对碳排放限制相对宽松的国家和地区的进口商品征收碳关税。电气产业加快绿色制造体系打造,可以促使零碳排放或者低碳排放的产品碳足迹等目标的提前达成,可以为电气企业消除国际贸易壁垒,有力地应对百年未有之大变局,为电气产品畅销全球获取通行证。从成本角度来看,近年来电气产业原材料、人工、能耗等成本不断上涨,通过绿色制造体系建设可以提高产业资源利用率,降低制造成本,获取竞争优势。因此,绿色制造将是电气产业质量变革、效率变革、动力变革,高质量发展的必由之路。本文以全国25个先进制造业集群之一乐清电气产业集群为例,进行电气行业现状和背景调研,进行原因梳理分析,提出了政企行三方协同,助推电气产业高质量发展的建议措施。In recent years,many countries have set up"green trade barriers"to imported products.Consumers in some developed countries have been keen to buy environmentally friendly products in the new trend of green consumption,and in the future,Europe and the United States will also impose carbon tariffs on imported goods from countries and regions with relatively loose carbon emission restrictions.Accelerating the building of the green manufacturing system in the electrical industry can promote the realization of the carbon footprint of products with zero carbon emissions or low carbon emissions in advance.It can eliminate in-ternational trade barriers for electrical enterprises,effectively deal with the great changes that have not been seen in a century,and obtain the permit for electrical products to sell well in the world.From the perspective of cost,the cost of raw materials,labor and energy consumption in the electrical industry has been rising in recent years.The construction of green manufacturing system can improve the utilization rate of industrial resources,reduce manufacturing costs and gain competitive advantages.Therefore,green manufacturing will be the quality change,efficiency change,power change,high quality development of the electric industry.In this paper,Yueqing Electric Industry cluster,one of the 25 advanced manufacturing clusters in China,is taken as an example to investigate the current situation and background of the electrical industry,to sort out and analyze the reasons for adjustment,and to put forward some suggestions and measures to promote the high-quality development of the electrical industry through the tripartite cooperation between government,enterpriseand industry.
