新型城镇化背景下我国失地农民培训与就业机制研究

摘　　要：“十四五”时期,我国仍处在新型城镇化高速发展期,推进新型城镇化的首要任务是促进失地农民的稳定就业,失地农民的就业培训及就业质量问题有待进一步解决。本文是在针对新型城镇化背景下失地农民培训与就业问题实证分析基础上,从多主体协同提升失地农民培训质量、加强失地农民培训意愿和需求分析、建立线上线下融合培训模式、完善失地农民就业培训监督机制、拓展失地农民就业公共服务渠道、构建失地农民新就业形态劳动者权益保障等方面,提出新型城镇化背景下失地农民培训与就业的对策建议,提升失地农民的培训质量、保障失地农民的就业质量。As China enters the 14th Five-Year Plan period,new urbanization continues to develop rapidly.Promoting stable employment for landless farmers is the primary task of promoting new urbanization.However,issues related to the quality of employment training and employment opportunities for landless farmers need to be further addressed.This article aims to analyze the training and employment issues faced by landless farmers in the context of new urbanization through empirical research.Specifically,it proposes countermeasures and suggestions for improving the quality of training for landless farmers,such as strengthening multi-agent collaboration,analyzing the farmers’training needs and willingness,establishing an integrated online and offline training model,improving the supervision mechanism,expanding public service channels for their employment,and adopting new measures safeguarding their employment rights and interests.By doing this,the research attempts to offer solutions and suggestions to improve the training quality and ensure the farmers’employment quality.
