拜占庭莫里斯时代的国家情形与施政方略探究

摘　　要：莫里斯继承的是晚期罗马式的国家,面对国力不逮和蛮族入侵带来的巨大威胁,为了应对复杂的国家情形,莫里斯不断进行行政与军事改革,调整制约国家发展的机制和体制因素,以改革作为国家发展的动力,促成在伊拉克略时期找到一条转型之路,开启了国家转型的良好局面。Maurice inherited the late Romanesque country.In the face of a weak state and the great threat of barbarian invasion,Maurice carried out administrative and military reforms constantly in order to cope with the complex situation of the country,adjusted the mechanism and institutional factors restricting the development of the country,and took reform as the driving force for national development,thus finally finding a road to transformation during the period of Herakleios I.It opened a good situation of national transformation.
