我国省级地方政府行为对公共体育资源非均衡性影响的时空分析

摘　　要：本文采用动态空间杜宾模型的方法,利用12年(2006—2017年)的省际面板数据,将政府行为纳入新的经济空间、地理空间模型,从而深入探讨了我国省级地方政府行为对公共体育资源非均衡性影响。结果发现:(1)省级地方政府的政策行为表达了“公共人角色”,在经济空间与地理空间中均有助于缓解公共体育资源的非均衡性发展;(2)省级地方政府的财政行为在时间阶段性上呈现了不同的角色选择倾向,在第一时间阶段(2006—2011年)主要倾向于“经济人角色”,并未表现出对公共体育资源非均衡性影响的显著效应,而在第二时间阶段(2012—2017年)才逐渐体现出了“公共人角色”的重要作用,从而缓解了其非均衡性发展;(3)省级地方政府对公共体育资源的非均衡性影响存在空间异质性,中部、西部等区域的地方政府在仅考虑地理空间相邻来提高自身的公共体育资源发展水平时,东部区域的地方政府则既考虑了地理空间相邻,也考虑了经济空间相邻来发展自身。研究认为:我国省级地方政府的政策行为存在“以邻为鉴”现象,能够从整体上有效地缓解公共体育资源的非均衡性发展,而财政行为则在时空框架下呈现出异质性特点,由此,国家应从公共体育资源配置的标准体系、地方政府的公共体育财政投入结构以及监督机制上制定相应的强化政策来进一步缓解公共体育资源的非均衡性发展。This paper uses the method of dynamic spatial Durbin model,using 12 years(2006—2017)of inter provincial panel data,the local government behavior into the new economic space,geographical space model,so as to further explore unbalanced influence of provincial government behavior on public sports resources in China.The results show that:(1)The policy behavior of provincial local government expresses the“role of public people”,which helps to alleviate the unbalanced development of public sports resources in economic space and geographical space;(2)The financial behavior of provincial local governments presents different role selection tendencies in time phases.In the first time phase(2006—2011),they mainly tend to“economic man role”,and do not show significant effects on the unbalanced impact of public sports resources.In the second time phase(2012—2017),they gradually reflect the important role of“public man role”,which alleviates its unbalanced development;(3)The unbalanced influence of provincial local governments on public sports resources have spatial heterogeneity.When local governments in the central and western regions only consider geographical spatial adjacency to improve their own development level of public sports resources,local governments in the eastern region consider both geographical spatial adjacency and economic spatial adjacency to develop themselves.The research shows that the policy behavior of provincial local governments in China has the phenomenon of“learning from the neighbors”,which can effectively alleviate the unbalanced development of public sports resources as a whole,while the fiscal behavior shows heterogeneity under the time-space framework.Therefore,the state should follow the standard system local government should formulate corresponding strengthening policies on the structure of public sports financial investment and supervision mechanism to further alleviate the unbalanced development of public sports resources.
