北京市农村集体资产经营权质押贷款研究

摘　　要：北京市农村集体资产具有总量大、分布极不均衡和高度集中于城乡接合部村庄的特征。激活农村集体资产的金融权能是加强农村集体资产管理、缩小城乡收入差距和提高农民财产性收入的重要保证。然而,集体资产经营权非法定权益,质押物难以及时足额处置,经营权质押融资业务成本较高,集体土地上物业权属证明缺失和集体经济组织自身发展困境导致集体资产经营权质押贷款在全市的推广面临瓶颈。为此,要探索赋予集体资产经营权法定权益,建立集体资产经营权质押登记和评估、处置机制,规范完善集体土地上物业权属证明,建立集体资产经营权质押贷款补贴机制,建设区级三资管理平台并加强项目闭环管理。Rural collective assets in Beijing have a characteristics of large total amount,extremely uneven distribution and highly concentration on villages in the urban-rural fringe.To activate the financial right of rural collective assets is an important guarantee for strengthening the management of rural collective assets,reducing the income gap between urban and rural areas,and increasing farmer's property income.However,it is a bottleneck of the pledge loan promotion of collective assets management right in the whole city for no legal right and interest of management right of collective assets,difficulty in timely and full dispose of collateral,high cost of pledge financing business of management right,missing property ownership certificate of collective land,and development dilemma of collective economic organization themselves.For this reason,this paper explores to give the legal rights and interests of collective assets management right,establish pledge registration,assessment and disposal mechanism of collective assets management right,standardize and perfect property ownership certificate of collective land,build a subsidy mechanism for pledge loan of collective assets management right and construct a district-level three-capital management platform to strengthen closed-loop management of projects.
