乡村振兴背景下农村养老服务创新实践和价值启示——基于北京市平谷区的个案分析

摘　　要：完善农村基本养老服务作为加强公共服务的重要内容,既是推进乡村振兴的内在要求,也是加快建设可持续的农村养老服务体系、积极应对人口老龄化国家战略的关键举措。通过政策分析和实证分析方法,总结北京市平谷区农村养老服务的创新实践和主要经验,提出农村养老服务要因地制宜,系统构建养老服务机制,配置农村养老供给形态要坚持需求导向,坚持共同体发展理念等建议,以推进农村养老服务体系建设发展。As an important element of strengthening public services,perfecting rural basic elderly care service is not only an inherent requirement for pushing rural revitalization,but also a key measure to accelerate the construction of a sustainable rural elderly care service system and actively respond to the national strategy of population aging.Using the method of policy analysis and empirical analysis,this paper summarizes the innovative practice and main experience of rural elderly care services in Pinggu District,Beijing,proposes the suggestion that rural elderly care services should adapt to local conditions and systematically structures elderly care service mechanism,allocates supply form of rural elderly care persisting in the demand as guidance and the concept of common development so as to promote the development of rural elderly care services system.
