政策工具视角下的我国《全民健身计划》政策焦点赓衍及选择偏好研究

摘　　要：新时代引领全民健身迈入高质量发展新阶段,文章采取内容分析法,由横向政策工具维度、纵向全民健身实施发展维度,量化分析三份承继性的《全民健身计划》政策制度。结果显示:政策工具选择呈现出“主线”与“末流”的两极分化格局;环境型与供给型政策工具选择分别呈稳定上行和缓慢下行的态势;需求型政策工具选择已逐步受到重视,但横向比较依然弱势;在坚持人民至上,贯彻新发展理念为根本遵循的政策焦点赓衍中,全民健身场地设施与全民健身组织网络领域体现了“注重质的提升,兼顾量的扩张”的转变,重点人群体育活动与全民健身活动领域呈现了“重申价值理性,兼顾工具理性”的发展,全民健身智慧化与全民健身公共服务体系领域展现了“聚焦促进发展,兼顾保障权利”的变化;全民健身实施发展的不同领域中不同政策工具类别存有交叉作用,并表现出政策工具选择使用的偏好模式。From the horizontal policy tool dimension and the vertical implementation and development dimension of national fitness,this papers analyzes three inheritable policies and systems of the National Fitness Plan.The results show that the selection of policy tools presents a polarization pattern of“main line”and“last flow”,with stable upward and slow downward trends in the selection of environmental and supply oriented policy tools,respectively.There is a cross effect between different policy tool categories in different fields of the implementation and development of national fitness,and there is a preference pattern for the selection and use of policy tools.
