摘　　要：公办高等学校学费政策作为我国教育政策的重要组成部分,关系到千家万户的根本利益,在学费政策实施的具体过程中,由于执行偏离、决策单维、立法缺失、评价不完善等原因,直接导致学费政策在目的、过程、内容等方面出现偏差,进一步造成了目前学费政策公信力较低的现实困境。面向未来,学费政策应当回归初心,从政策文本的法制化、主体参与的多元化、评价体系的完善化等方面入手,矫正学费政策的失真与偏离,为实现高等教育支持构建和谐社会的宏伟目标而努力。As an important part of China's public education policy,the tuition policy of colleges and universities is related to the fundamental interests of thousands of families.In the specific process of implementing the tuition policy,due to the deviation of implementation,the single dimension of decision-making,the lack of legislation,the imperfect evaluation and other reasons,it has directly led to the deviation of tuition policy in terms of purpose,process,and content,which further causes the realistic dilemma of low credibility of the current tuition policy.Facing the future,the tuition policy should return to its original intention and start with the legalization of the policy text,the diversification of the main participants and the enrichment of the evaluation system,so as to rectify the distortion and deviation of the tuition policy and work hard to achieve the grand goal of higher education supporting the construction of a harmonious society.
