摘　　要：党的二十大报告明确指出,保障和改善民生没有终点,只有一次次新的出发。为巩固脱贫攻坚成果,建立相对贫困治理长效机制,助力乡村振兴,研究了社会救助在相对贫困治理中的作用。从定性的角度分析了社会救助在相对贫困治理中的减贫作用以及城乡之间存在差距的原因;从定量的角度建立面板数据固定效应模型,对城乡社会救助的减贫作用进行了实证分析,结果发现:单变量模型中社会救助的作用显著且城乡差距较大,多变量模型中社会救助的减贫作用并不显著。未来可以通过提升社会救助的目标定位,统筹城乡社会救助体系以及丰富社会救助项目等措施来健全现行社会救助体系。In order to consolidate the achievements of poverty alleviation,establish a long⁃term mechanism of relative poverty control and help rural revitalization,the role of social assistance in relative poverty control was studied.How social assistance plays a more active role in the governance of relative poverty is a chal⁃lenge for social assistance in the new era.From the perspective of qualitative analysis,social assistance plays a role in the governance of relative poverty,and there are differences between urban and rural social assistance.From the perspective of quantitative analysis,the role of social assistance in the univariate model is significant and the gap between urban and rural areas is large,while the role of social assistance in the multivariate model is not significant.The social assistance system can be optimized by improving the goal orientation,coordinating the urban and rural system and enriching the relief methods.
