共同富裕视角下国内“新型区域合作”问题探析

摘　　要：新型区域合作是指不同地方以互利共容为动力,以“都市圈、城市群、经济区、经济带”等各类功能性区域为载体,以区域产业链构建为基础,以党建引领为政治保障,以区域共同发展为价值导向的一种合作模式。从效果上看,新型区域合作弱化了行政区经济现象,缩小了区域发展差距,促进了区域公共服务一体化,为实现共同富裕奠定了政治基础、经济基础和社会基础。与传统的区域合作方式相比,新型区域合作具有多维治理的特点,府际关系更为复杂,需要更加灵活多样的制度安排。未来需要更加重视新型区域合作的政策和制度创新,继续调整和完善新型区域合作的治理结构和治理规则。The new regional cooperation refers to a mode of cooperation in which different places take mutual benefit and common accommodation as the driving force,“metropolitan areas,city clusters,economic zones,economic belts”and other kinds of functional regions as the carrier,regional industrial chains as the basis,party building as the political guarantee,and regional common development as the value orientation.In terms of effect,the new regional cooperation has weakened the phenomenon of administrative economic zones,narrowed the regional development gap,promoted the integration of regional public services,and laid the political,economic and social foundations for the realization of common prosperity.Compared with the traditional regional cooperation,the new regional cooperation is characterized by multidimensional governance and more complex inter-governmental relations,requiring more flexible and diverse institutional arrangements.In the future,more attention needs to be paid to policy and institutional innovation in the new regional cooperation,and the governance structure and rules of the new regional cooperation need to be continually adjusted and improved.
