摘　　要：全过程人民民主是当代中国民主探索的全新范式,是中国式现代化的生动实践,是向世界展示中国方案独特价值的重要方式。全过程人民民主开创了当代民主政治的新样态,具有政治主体的人民性、保障机制的完备性、人民参与的广泛性、政党关系的协商性、政府回应的有效性等内在特质和相对优势,回应了当前西方政治发展所遭遇的价值迷思、制度缺陷、选举困境、政党乱局和治理危机等问题。全过程人民民主的形成和发展是一个长期的、渐进的持续过程。在新的历史条件下,只有不断加强党的领导主体地位、提升人民群众民主素养、加大民主制度执行力度、健全数字民主保障机制、增强民主国际话语权,才能充分发挥全过程人民民主的制度优势,逐步落实全过程人民民主的推进方略,进而实现在探索中发展、在发展中超越的政治现代化目标。The whole-process of people’s democracy is a new paradigm of contemporary China’s democratic exploration,a vivid practice of Chinese modernization,and has the unique value of demonstrating Chinese programme to the world.The whole-process of people’s democracy has created a new form of contemporary democratic politics.It has constructed the inherent characteristics and comparative advantages of the peoplehood of political subjects,the completeness of the safeguard mechanism,the extensiveness of people’s participation,the consultative nature of party relations,and the effectiveness of government response,etc.It has responded to the value myths,institutional defects,election dilemmas,party chaos and governance crisis that are currently afflicting western political development.The formation and development of the whole-process of people’s democracy is a long-term,gradual and continuous process.Under the new historical conditions,only by constantly strengthening the leading position of the Party,improving the democratic literacy of the people,strengthening the implementation of democratic systems,improving the digital democracy guarantee mechanism,and enhancing the international discourse on democracy,can we give full play to the institutional advantages of the whole-process of people’s democracy,gradually implement the promotion strategy of the whole-process of people’s democracy,and then achieve development in exploration the ultimate goal of political modernization beyond development.
