区域科技成果转化政策现状与评价——基于福建省政策文本分析

摘　　要：通过宏观梳理政策数量、机构和内容以及实证分析代表性政策PMC指数发现,福建省相关政策内容不断深化,数量稳定,在人才引进、资金支持、校企合作等方面始终发挥着积极的指导作用,促进众多科技成果向生产力转化,但仍存在政策支持重点倾斜、政策工具使用不灵活、科技成果转化前期风险较大等问题.为此提出做好顶层设计,协调部门之间紧密配合、构建多方位政策支持体系、灵活使用政策工具并配套相关政策等优化对策,助力实现生产力高质量发展的目标.Through macro analysis of the number,organization,and content of policies,as well as empirical analysis of the representative policy PMC index,it is found that the content of relevant policies in Fujian Province continues to deepen and stabilize,and has always played a positive guiding role in talent introduction,financial support,school-enterprise cooperation and other aspects,promoting the transformation of many scientific and technological achievements into productivity.However,there are still some problems,such as the focus of policy support is tilted,the application of policy tools is not flexible,and the early risk of scientific and technological achievements transformation is relatively large.To this end,we propose we should do a good job in top-level design,coordinate close coordination between departments,build a multi-directional policy support system,flexibly use policy tools,and support relevant policies as well as other optimization countermeasures,so as to help achieve the goal of high-quality development of productivity.
