摘  要:为解决供电企业生产过程普遍缺少系统性的安全风险管理原理作为理论依据进行安全隐患的危险源辨识,涉及的风险原理不清楚、混淆导致安全隐患的危险源辨识工作流于形式,辨识内容混乱、缺失严重且无实际指导意义,不能有效地防止事故发生,缺少系统的安全隐患排查标准作为隐患排查工作的支撑等问题。本文基于FMEA、JHA、HAZOP及ESA对供电企业的安全隐患开展系统、全面、有效的危险源辨识,建立安全隐患知识库,开发系统安全隐患排查标准,并将安全隐患排查标准与国网下发标准进行对比分析,结果表明:此标准适用于供电企业的安全隐患排查工作,可以提升供电企业安全隐患排查治理水平,构建标准化管理的全方位立体式安全隐患排查治理工作体系。In order to solve the general lack of systematic safety risk management principle in the production process of power supply enterprises as the theoretical basis for the source identification of potential safety hazard,the risk principle involved is unclear,confusion leads to the hazard source identification of potential safety hazard is a mere formality,the identification content is confused,serious lack,and no practical guiding significance,can not effectively prevent the occurrence of accidents.Lack of system safety hazard detection standards as the support of hidden danger detection work.In this paper,based on FMEA,JHA,HAZOP and ESA to carry out a systematic,comprehensive and effective hazard source identification study on the safety risks of power supply enterprises,the knowledge base of safety hazards has been established.The system security hazard investigation standards have been developed and compared with the standards issued by the State Grid,the results show thatthe standard is applicable to power supply enterprises for security hidden danger investigation work,can improve the state grid enterprise security hidden danger investigation and management level,to build a comprehensive three-dimensional security hidden danger investigation and management system of standardized management.
