摘　　要：安全生产责任落实不到位是企业安全管理中存在的一个共性问题。为促进企业所有员工安全生产责任的有效落实,本文基于西部管道公司的工作实践,以落地为目标进行经验总结和提炼,形成QHSE“一岗一清单、一岗一培训、一岗一考核”的建设思路;遵循PDCA循环,确定QHSE“三个一”建设的工作流程;遵循全覆盖、全风险管控等原则,分别明确“一岗一清单”“一岗一培训”“一岗一考核”的工作内容和要求,并组织开展QHSE“三个一”的建设和推广工作,初步验证了该方法的有效性。可为落实企业全体员工安全生产责任制提供了新的思路,形成的标准化工作流程和要求为其他企业学习和借鉴提供了依据。The insufficient implementation of the work safety responsibility is a common problem in the enterprise safety management.In order to promote the effective implementation of all staff'safety responsibilities,in this paper,based on the long-term practice of Western Pipeline Company,the experience was summarized and refined aiming at the implement,the construction idea of QHSE"one list for one post,one training for one post and one assessment for one post"was formed.Following the PDCA cycle,the workflow of the QHSE"three-ones"construction was determined.Following the principles of the full coverage and the whole risk control,the work contents and requirements of"one post,one list","one training,one post"and"one assessment,one post"have been clarified respectively.The construction and popularization of the QHSE"three-ones"were carried out.The effectiveness of the method has been initially verified,which can provide a new way of thinking for the implementation of the responsibility system of the work safety for all staff of the enterprise.The formed standardized workflow and requirements provide a basis for other enterprises to study and learn from.
