基于文本挖掘视角的我国中医药政策热点分析

摘　　要：目的:梳理近20年国家层面的政策文件,分析政策文本的类型、主要内容及战略发展趋势,为我国中医药发展政策的研究和制定提供参考依据。方法:借助ROSTCM和SPSS文本挖掘工具,采用共词聚类的分析方法,对中医药政策文本进行分析。结果:共纳入政策文本47篇,提取高频词25个,发现近20年中医药发展政策的6个热点,包括人才阵地建设、基层中医事业发展、科技创新赋能、中医文化实力提升、发展体系规范化、技术与服务能力双提升。结论:我国中医药政策文本数量较多,各项政策的制定和完善工作取得了积极进展,但热点内容的配套举措尚不完善,需要发挥中医药人才引领支撑作用,完善巩固中医药科技创新体系,提高基层中医药服务能力和中医药文化建设能力。同时在政策执行过程中,要明确责任主体和任务分工,加强中医药政策执行力度和保持长效监督,进一步形成中医药政策实施效果的评价体系。Objective:To sort out the policy documents issued at the national level in recent 20 years,to analyze the types,content themes and strategic development trends of policy texts,so as to provide references for the research and formulation of development policies of traditional Chinese medicine(TCM)in China.Methods:With the help of text mining tools such as ROSTCM and SPSS,the policy texts of TCM were analyzed by the analysis method of co-word clustering.Results:A total of 47 policy texts were included in this study,25 high-frequency words were extracted,and 6 hot spots of TCM development policies in the past 20 years were found,including the construction of talent positions,the development of grassroots TCM,the empowerment of scientific and technological innovation,the enhancement of cultural strength of TCM,the standardization of development system,and the dual enhancement of technology and service capabilities.Conclusion:There are a large number of policy texts related to traditional Chinese medicine in our country,and positive progress has been made in the formulation and improvement of various policy regulations.However,the policy support for hot topics is not yet sufficient.It is necessary to give play to the leading and supporting role of TCM talents,improve and consolidate the scientific and technological innovation system of TCM,improve the ability of TCM service and TCM culture construction at the grass-roots level.And at the same time,in the process of policy implementation,it is necessary to clarify the subject of responsibility and the division of tasks,strengthen the implementation of TCM policies and maintain long-term supervision,and further form an evaluation system for the implementation effect of TCM policies.
