农村土地全程托管绩效评价——以行唐县金丰公社为例

摘　　要：土地托管是市场经济条件下土地制度改革产生的一种农业生产性服务经营方式,可以有效解决农村土地碎片化,农村“谁来种地,怎么种好地”的问题。基于利益相关者理论,从经济和非经济两个维度构建托管方、被托管方、政府、中介组织多个利益相关主体的绩效评价指标体系,并运用模糊层次分析法对行唐县土地全程托管绩效进行综合评价。研究发现:参与土地全程托管后,农户的经济绩效与非经济绩效均显著提高;托管方次之,托管组织形成了适度的土地和劳动力经营规模,提升农业质量和效益并实现了社会价值;政府绩效最低,表明调整农业种植结构、壮大集体经济等目标在短期内未充分实现,有待提升。Land trusteeship is an operation mode of agricultural productive service generated by the land reform under the market economy background.It can effectively solve the problems of rural land fragmentation and rural problems like“who will farm the land and how to plant it well”.This article is based on stakeholder theory and constructs a performance evaluation index system for multiple stakeholders,including the delegate,trustee,government,and intermediary organizations,from both economic and non-economic dimensions.The fuzzy analytic hierarchy process is used to comprehensively evaluate the performance of the entire process of land trusteeship in Xingtang County.The study found that after participating in the full process of land trusteeship,the economic and non-economic performance of farmers was significantly improved.Secondly,the delegate took the second place,and the trusteeship organization has formed a moderate scale of land and labor management,improved agricultural quality and efficiency,and realized social value.Finally,the government's performance is the lowest,indicating that the goals of adjusting agricultural planting structure and strengthening the collective economy have not been fully achieved in the short term and need to be improved.
