基于快速发展城区的准公益设施配置——以深圳前海为例

摘　　要：在快速城市化的时代背景下,一些城市地区人口不断增长,但政府配套的公共设施功能有限,同时由于消费客群不够稳定,导致市场配置相关商业服务设施的动力不足,无法及时满足人群需求。基于此,以深圳前海为例,调研分析前海在快速发展阶段城市配套服务设施欠缺的现实问题,结合国内外准公益设施的文献及案例研究提出契合本地特点的准公益设施定义与分类;结合前海的现实需求与规划定位提出准公益设施的配置模式;并根据前海各项目的建设情况,以实施为导向提出近远期准公益设施的具体落位及功能指引。以期能为我国其他类似地区在快速发展时期城市配套设施综合服务能力的补充与提升提供借鉴。In the era of rapid urbanization,with the growing population in some urban areas,the fiunctions of the public facilities supported by the government are limited,meanwhile,the unstable consumer group and the lack of motivation for the market to allocate relevant commercial service facilities lead to the failure to meet the needs of the population in time.Therefore,on the basis of investigating and analyzing the practical problems of the lack of urban service facilities in Qianhai in the rapid development stage,taking Shenzhen Qianhai as an example,this paper proposes the definition and classification of quasi-public facilities that fit the local characteristics in combination with the literature and case studies of quasi-public facilities at home and abroad,the configuration mode based on the actual needs and planning positioning as well as the implementation-oriented configuration and functional guidance in the near and long term according to the construction sequence of various projects.It is expected to provide reference for other similar regions in China on how to supplement and improve the comprehensive service capacity of urban supporting facilities in the period of rapid development.
