以体制机制政策创新为抓手推进新阶段水土保持高质量发展的思考

摘　　要：中共中央办公厅、国务院办公厅印发的《关于加强新时代水土保持工作的意见》贯穿了高质量发展这个主题和体制机制改革创新这条主线。通过分析梳理和系统思考,提出并阐述了贯彻实施《意见》、推动新阶段水土保持高质量发展的2项体制创新、7项机制创新、5项政策创新和6项基础支撑工作,为破解当前制约水土保持高质量发展中存在的体制性障碍、机制性缺陷、制度性漏洞等问题,整体提升水土保持管理能力和水平提供思考。The Opinions on Strengthening Soil and Water Conservation Work in the New Era issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council runs through the theme of high-quality development and the main line of institutional mechanism reform and innovation.Through analysis and systematic thinking,two institutional innovations,seven mechanism innovations,five policy innovations,and six basic support work were proposed and elaborated to consolidate its implementation,so as to promote high-quality development for soil and water conservation in the new stage.It helps to deal with institutional obstacles,defects and regulatory loopholes that stand in the way of high-quality development,and aims to improve the capacity and level of soil and water conservation.
