摘　　要：中共中央办公厅、国务院办公厅印发的《关于加强新时代水土保持工作的意见》,对建立以信用监管为基础的新型监管机制、全面实施水土保持信用评价提出了明确要求。水土保持信用评价是推进人为水土流失监管的重要方式,有利于完善水利行业信用制度建设,提升水土保持监管效能。建立水土保持信用评价制度要加快明确信用评价主客体、建立评价标准、规范评价程序等,并根据评价结果科学开展分级分类监管,加强水土保持信用评价结果运用。通过顶层政策设计和地方试点先行相结合,共同推动建立完善水土保持信用评价制度。The Opinions on Strengthening Soil and Water Conservation Work in the New Era,issued by the General Offices of the CPC Central Committee and the State Council,clearly require the establishment of a new regulatory mechanism based on credit supervision and the comprehensive implementation of credit evaluation for soil and water conservation.Credit evaluation for soil and water conservation is an important approach to enhance the supervision of human-induced soil erosion,contributing to the improvement of the credit system in the water conservancy industry and the effectiveness of soil and water conservation supervision.To establish a credit evaluation system,it is necessary to expedite the definition of credit evaluation subjects and objects,establish evaluation standards,standardize evaluation procedures,and implement scientifically graded supervision based on evaluation results.Through a combination of top-level policy design and local pilot projects,the establishment and improvement of the credit evaluation system for soil and water conservation will be jointly promoted.
