工业地价补贴对城市创新水平的影响效应——基于五大城市群实证检验

摘　　要：经济转型期间“以地谋发展”模式得以延续并驱动城市创新发展对提升经济增长的质量和效益具有重要影响。本文基于2007—2019年数据,利用面板双固定模型评估工业地价补贴与区域创新水平之间的关系及其作用机制,并进一步研究其空间效应和门槛效应。研究表明:(1)工业地价补贴显著促进城市创新水平的提升,既促进创新数量的增长也促进创新质量的提升,经过一系列稳健性检验后结果仍成立;投资效应会降低工业地价补贴对创新水平提升的促进效应,工资激励效应则会提升工业地价补贴对创新的促进作用。(2)工业地价补贴显著促进珠三角城市群的创新;2012年及以后显著促进创新质量提升;在创新环境较差城市对创新的正向效应显著;显著提高南方城市的创新质量。(3)拓展分析发现,工业地价补贴具有显著的空间溢出效应,对相邻地区创新水平产生显著的正效应;工业地价补贴对创新数量、可持续创新均存在双门槛效应。因此,实行“以地引资”式的工业用地补贴关键是“因城施策”,政府应重视投资和激励政策对创新的重要性,这对我国实现经济长足发展有着重要参考价值。Whether the mode of “land-driven development” can continue as well as drive urban innovation and development during the economic transformation period is of practical significance for improving the quality and efficiency of economic growth.Based on the data from 2007 to 2019,this paper evaluated the relationship between the subsidy from industrial land price and regional innovation level and its working mechanism by using the panel double fixed model,and further studied its spatial effect and threshold effect.The study showed that:(1) Subsidy from industrial land price significantly promoted the level of urban innovation either in the innovation quantity or in the innovation quality.After a series of robustness tests,the result was still valid.The investment effect would reduce the promotion effect of subsidy from the industrial land price on the innovation level,while the wage incentive effect would,on the contrary,enhance the promotion effect in this aspect.(2) Industrial land price subsidy significantly promoted the innovation of Pearl River Delta urban agglomeration;innovation quality had been promoted significantly in 2012 and beyond;in cities with poor innovation environment,the positive effect on innovation was significant;besides,the subsidy significantly improved the innovation quality in southern cities.(3) The expansion analysis showed that the spatial spillover effect of industrial land price subsidy was obvious,which had a significant positive effect on the innovation level of neighboring areas;industrial land price subsidy had a double threshold effect on innovation quantity and sustainable innovation.Therefore,the key to implementing the industrial land subsidy of “attracting investment by land” was “taking measures according to the reality of the city”.The government should pay attention to the importance of investment and incentive policies for innovation,which is an important reference for China to achieve rapid economic development.
