关中汉唐帝陵区土地利用与粮食产能协调发展评价

摘　　要：为揭示关中汉唐帝陵区土地利用变化与粮食产能之间的协调发展程度,本文从土地利用规模、土地利用强度和粮食产能等方面选取相应指标构建耦合协调发展评价指标体系,采用2009—2018年指标值构建数据矩阵,计算土地利用与粮食产能的耦合度和协调发展度,根据计算结果对土地利用与粮食产能协调发展情况进行评价。结果显示:(1)2009—2018年整体上常用耕地面积和粮食产量均呈波动下降趋势;(2)2014年后土地利用水平与粮食产能发展水平基本相当,且二者均趋向于稳定发展;(3)土地利用与粮食产能之间的密切关联程度较高且多年相对稳定,尤其是2014年后耦合度均在0.99以上,持续稳定在高水平耦合阶段,二者之间具有高强度的相互依存关系;(4)2009—2018年土地利用和粮食产能的协调发展度均在0.5以下,始终处于失调衰退区间,二者之间协调发展性较低;(5)促进土地利用与粮食产能协调发展可采取转变土地利用方式、加快土地流转、加强耕地用途管制、扩大政府粮食生产投资、给予种粮农民补贴等措施。研究成果可为促进帝陵区土地合理利用、保护耕地、促进粮食生产,保障区域粮食安全提供参考依据。In order to reveal the degree of coordinated development between land use change and grain productivity in the Han Tang Dynasties Mausoleum area,the coordinated development of land use and grain productivity were evaluated according to the calculation of the degree of coupling and coordinated development between land use and grain productivity.For this purpose,corresponding indicators from aspects of land use scale,land use intensity and grain productivity were selected to construct an evaluation index system of coupling coordinated development and the index value from 2009 to 2018 was also used to construct a data matrix.The results showed that:(1) From 2009 to 2018,the area of commonly used cultivated land showed a downward trend,as did the grain yield.(2) After 2014,the land utilization level and the development level of grain production capacity were basically the same,and both tended to develop at a steady rate.(3) The close correlation degree between land use and grain productivity was high and remained relatively stable for many years.Especially after 2014,the coupling degree was kept above 0.99,which always remained at a high level,showing high interdependence between land use and grain productivity.(4) From 2009 to 2018,the coordinated development degree of land use and grain production capacity was below 0.5,which always remained in the range of maladjustment and recession,proving the coordinated development level of them was low.(5) Measures such as changing the way of land use,speeding up land circulation,strengthening the control of cultivated land use,expanding government investment in grain production,and granting subsidies to grain farmers can promote the coordinated development of land use and grain production capacity.As such,the research results can provide a reference for promoting rational use of land,protecting cultivated land,promoting grain production and guaranteeing regional grain security in the Han Tang Dynasties Mausoleum area.
