摘　　要：中国共产党第二十次全国代表大会提出了在维护社会稳定的同时保障经济增长的任务。中国经济增长仍具有较大的潜力,但也面临着应对西方遏制政策等新的严峻挑战。中国需要在外部条件恶化的情况下完成现代化,对不可预见的不利情况提高防备水平,提前采取预防措施。集中的战略规划和治理有助于中国灵活、快速地应对新的挑战,对抗外部压力,维护国家利益,团结社会实现长期发展目标。中国继续致力于开放政策的决心对全球经济形势具有平稳的积极影响。与此同时,自主研发关键性基础技术正在成为中国经济安全的重要保障。俄罗斯和中国有发展和深化双边合作的共同需要,包括在维护经济安全方面的相互支持。全面发展俄中关系的必要性日益凸显,这不仅体现在自然科学、技术和创新领域,而且体现在人文和社会科学领域。现在是时候积极引导两国经济精英和知识精英积极参与到发展俄中合作中来,以促进他们相互接近和相互了解。The 20th National Congress of the Communist Party of China put forward the task of ensuring economic growth while maintaining social stability.China's economic growth on the one hand has great potential,and on the other hand faces new and severe challenges such as coping with Western containment policies.China needs to complete its modernization in the face of deteriorating external conditions.The Communist Party of China calls for heightened preparedness for unforeseen adverse situations and precautionary measures taken in advance.Centralized strategic planning and governance can help China respond flexibly and quickly to the new challenges,resist external pressures,safeguard national interests,and unite society to achieve long-term development goals.China's determination to adhere to the policy of opening up has a stable positive impact on the global economic situation.At the same time,independent research and development of key basic technologies is becoming an important guarantee for China's economic security.The need for the comprehensive development of Russia-China relations,not only in the fields of natural sciences,technology and innovation,but also in the humanities and social sciences,is becoming increasingly prominent.It is time to actively guide the economic and intellectual elites of the two countries to actively participate in the development of Russia-China cooperation in order to promote their mutual proximity and mutual understanding.
