国内外数据要素市场中价格机制研究述评与展望

摘　　要：在数据日益成为重要生产要素的大背景下,数据要素价格机制问题已经成为国内外研究热点问题。通过对国内外相关研究进行系统回顾,发现数据价格机制问题是一个跨信息学等学科的综合性研究问题。当前研究热点主要聚焦在三个方面:一是数据要素的价格评估机制研究,包括构建多视角综合的数据价值评估指标、数据资产评估计价模型和公共数据等特定类型数据估价等方面;二是数据要素的价格形成机制研究,重点是适应和利用博弈论、人工智能、联邦学习等新技术新方法推动数据要素的动态化、智能化价格形成;三是数据要素的价格运行机制研究,重点是以效率为导向推进完善各类数据市场参与主体之间的动态收益分配和激励机制,以及以公平为导向在二次和三次分配中运用金融财税等调控手段。Against the backdrop of data becoming an increasingly significant factor of production,the issue of data pricing mechanisms has become a hot research topic both domestically and internationally.This article conducts a systematic review of relevant research both do-mestically and internationally,and finds that the issue of data price mechanism is a comprehensive research problem that crosses disciplines such as information science and economics.The current research hotspots mainly focus on three aspects:firstly,the study of data price eval-uation mechanisms,including the construction of comprehensive data value evaluation indicators from multiple perspectives,data asset valu-ation models,and specific types of data valuation such as public data;Second,research on data price formation mechanism,focusing on adapting and using new technologies and methods such as game theory,artificial intelligence,federal learning to promote dynamic and intel-ligent price formation of data elements;The third is the research on the mechanism of data price operation,with a focus on promoting and improving the dynamic income distribution and incentive mechanisms among various data market participants with efficiency as the guide,as well as using financial and tax control measures in secondary and tertiary distribution with fairness as the guide.
