摘　　要：目的:通过黑龙江垦区卫生资源配置公平性分析,为优化黑龙江垦区卫生资源配置提供对策建议。方法:运用熵权-TOPSIS模型、卫生资源密度指数(HRDI)以及卫生资源集聚度(HRAD)评价黑龙江垦区卫生资源配置的公平性与合理性。结果:卫生设施资源的权重为41.04%,卫生人力资源的权重为58.96%;黑龙江全垦区卫生资源配置综合水平介于0.3~0.6之间;垦区卫生机构、卫生人员、床位的HRDI指数分别为0.109、1.677和1.272,需求比分别为40.43%、33.82%以及47.24%;HRAD值分别为0.436、0.458和0.416。结论:黑龙江垦区卫生机构数量下降幅度大、卫生人力资源需求缺口大、卫生资源配置地区差异明显。建议优化垦区卫生机构的人口规模配比,加大对基层卫生机构的投入力度;制定与落实卫生人才引进政策,完善卫生人才培养体系建设;在配置卫生资源时,要综合考虑垦区的人口规模、地理面积以及经济社会发展等因素。Objective To provide countermeasures and suggestions for optimizing the allocation of health resources in Hei⁃longjiang agricultural reclamation area.Methods Entropy weight-TOPSIS model,health resource density index(HRDI)and health resource agglomeration degree(HRAD)were used to evaluate the fairness and rationality of health resource allocation in agricul⁃tural reclamation area.Results The weight of health facilities resources was 41.04%,and the weight of health human resources was 58.96%.The comprehensive level of health resource allocation in Heilongjiang reclamation area was between 0.3 and 0.6.The HRDI index of health institutions,health personnel and beds in the agricultural reclamation area was 0.109,1.677 and 1.272,re⁃spectively.The demand ratio was 40.43%,33.82%and 47.24%,respectively.And the HRAD value was 0.436,0.458 and 0.416,respectively.Conclusion The number of health institutions in Heilongjiang agricultural reclamation area has decreased great⁃ly.The demand gap of health human resources was large.And the regional difference of health resource allocation was obvious.It is suggested to optimize the population ratio of health institutions in agricultural reclamation area,increase the investment in grass-roots health institutions,formulate and implement policies for the introduction of health talents and improve the construction of health talent training system.The factors of population scale,geographical area and economic and social development of the agricul⁃tural reclamation area should be comprehensively considered in allocation of health resources.
