异质性SPS措施对农产品出口贸易的影响:基于RCEP成员的实证分析

摘　　要：文章基于2012~2019年RCEP成员间农产品出口贸易数据,在测度SPS措施的广度异质性和结构异质性程度的基础上,定量分析异质性SPS措施对RCEP成员农产品出口贸易的影响及作用机制。研究发现,SPS措施的广度异质性和结构异质性抑制了RCEP成员农产品出口贸易广度扩张和深度增长,这一结果在经过更换被解释变量以及引入工具变量等检验后仍然保持稳健。机制检验显示,SPS措施的广度异质性和结构异质性均通过增加贸易成本、加剧市场分割和减少产品种类3种渠道抑制了RCEP成员农产品出口贸易。异质性分析显示,SPS措施的广度异质性和结构异质性对RCEP成员高替代弹性农产品出口贸易的抑制作用较低替代弹性农产品更大,而对低替代弹性农产品出口贸易的抑制作用随市场份额的增加而降低;SPS措施的广度异质性对RCEP成员农产品出口到与本国经济发展水平相同国家的抑制作用更大,而结构异质性对RCEP成员农产品出口到与本国经济发展水平不同国家的抑制作用更大。文章认为,对于中国与RCEP其他成员而言,进一步协调SPS措施的异质性是推动更高水平的区域一体化和实现区域农产品贸易高质量发展的可行路径。Based on the export trade data of agricultural products among RCEP members from 2012 to 2019,this artical measures the breadth and structural heterogeneity of SPS measures,and analyzes the impact and mechanism of heterogeneous SPS measures on agricultural export trade among RCEP members.The results show that the breadth heterogeneity and structural heterogeneity of SPS measures not only inhibit the expansion of agricultural export trade of RCEP members,but also inhibit the deep growth,and this results remains robust in the regression of the replacement the dependent variables and introduction instrumental variables.The mechanism test shows that the breadth heterogeneity and structural heterogeneity of SPS measures inhibits agricultural export trade of RCEP members by increasing trade costs,intensifying market segmentation and reducing product categories.Heterogeneity analysis shows that the breadth heterogeneity and structural heterogeneity of SPS measures have a greater inhibitory effect on the export trade of agricultural products with high substitution elastic of RCEP members,while the inhibition effect on the export trade of agricultural products with low substitution elastic agricultural decreases with the increase of market share.Breadth heterogeneity of SPS measures have a greater inhibitory effect on the export of agricultural products from RCEP members to another member with the same level of economic development,while structural heterogeneity have a greater inhibitory effect on the export of agricultural products from RCEP members to another member with different level of economic development.This study believes that for China and other RCEP members,further harmonization of heterogeneous SPS measures is a feasible path to promote a higher level of regional integration and achieve high-quality trade development in regional agricultural products.
