知识产权保护能否促进中外价值链关联?:基于中国制造业行业数据的实证分析

摘　　要：在构建制度型开放经济体的战略背景下,科学认识知识产权保护这一重要制度措施对中国双循环发展格局的影响具有重要的现实意义。文章利用2000~2014年间WIOD数据构建的双边价值链关联指数,研究中国加强知识产权保护对中外价值链关联的影响。研究发现:第一,加强知识产权保护有利于提升中外价值链关联的紧密度,该结论在考虑潜在的内生性问题以及进行一系列稳健性检验后仍然显著成立;第二,知识产权保护的价值链关联效应主要是由前向价值链关联程度的提升所驱动的,并且表现出对专利密集型行业、服务业渗透率较高的行业以及高收入贸易伙伴国的作用效果更强的特征;第三,知识产权保护引致的技术创新效应、制度距离效应以及生产步长效应是知识产权保护促进价值链关联的重要渠道。文章拓展了知识产权保护对中国参与全球价值链分工影响的研究,为将知识产权保护作为畅通国内国际双循环的重要抓手,推动经济高质量发展,提供了重要的政策启示。Under the strategic background of building an institution-based open economy,it is of great practical significance to scientifically understand the influence of intellectual property protection(IPR)on China's double-cycle development pattern.Based on the bilateral value chain linkages index constructed from WI0D data from 2000 to 2014,this paper studies the impact of China's strengthening of intellectual property rights protection on China-foreign value chain linkages.The results are as follows.First,strengthening intellectual property protection is conducive to enhancing the closeness of sino-foreign value chain connection.This conclusion is still significantly valid after considering potential endogenous problems and conducting a series of robustness tests.Second,the value chain linkages effect of IPR is mainly driven by the improvement of the degree of forward value chain linkage,and it has a stronger effect on patent-intensive industries,industries with higher service penetration and high-income trading partner countries.Third,technological innovation effect,institutional distance effect and production step effect caused by intellectual property protection are important channels to promote the linkages of value chain.This paper expands the literature research on the impact of IPR on China's participation in global value chain division of labor,and provides important policy enlightenment for taking IPR as an important starting point to smooth the domestic and international double cycle and promote the improvement of the efficiency and quality of economic development.
