摘　　要：本文聚焦于政府职能转变过程中“经济事务治理权”的转移,以中国内地地级市政府工作报告为基础,使用内容分析的方法建立政府经济职能转变指数,发现政府经济职能转变显著降低了城市—行业层面的资源错配程度。机制检验发现,政府经济职能转变通过降低企业制度性交易费用、优化信贷资源配置和企业生产要素投入,促进了行业资源配置效率的提高。异质性分析结果发现,政府经济职能转变对改善管制程度较低行业的资源配置具有较强的边际作用,而区域市场整合会强化政府经济职能转变的资源配置作用。Based on reports on the work of local governments in Chinese mainland,this paper conducts a content analysis to establish quantitative indicators to measure the transformation of lo-cal government economic functions,and finds that transformation of local governments'economic functions significantly reduces resource misallocation at the city-industry level.The mechanism test finds that by reducing the institutional transaction costs of enterprises and optimizing the allo-cation of credit resources and the input of production factors of enterprises,transformation of local governments'economic functions improves the efficiency of resource allocation at the industry level.The results of heterogeneity analysis show that transformation of local governments'eco-nomic functions has a stronger marginal effect on improving the efficiency of resource allocation in less-regulated industries,while the regional market integration would strengthen the resource al-location effect of transformation of local governments'economic functions.
