摘　　要：中国渐进式开放政策是政府和市场主导角色的交互演进过程,其长短期效果评价在实证研究中日益受到重视。本文以《外商投资产业指导目录》的多次调整作为准自然实验,评估该政策对企业创新的长短期影响。研究发现:从长期来看,渐进式外资指导政策促进了企业创新增长。但是,不同时期《外商投资产业指导目录》调整政策对内、外资企业的影响机制有所不同。此外,如果某一行业多次受到冲击,其作用效果会逐渐下降。一系列机制分析和稳健性检验验证了本文的结论。The Foreign Direct Investment(FDI)Guidance policy in China is a tradeoff between the government and market,the evaluation of FDI policy has received increasing attention in em-pirical research This paper takes the multiple adjustments of the FDI policy as a quasi-natural experiment to evaluate the long-term and short-term impact of this policy on firms’innovation We find two effects of FDI policy Firstly,the FDI policy promoted the innovation growth of firms in the long run However,in different periods,the policy has different impact mechanisms on domestic and foreign-funded firms Secondly,if an industry is repeatedly impacted,the effect will gradually decline A series of mechanism analysis and robustness tests verify the conclusions of this paper.
