摘　　要：目的构建医务人员突发公共卫生事件应急能力培训体系,为开展医务人员应急能力培训提供一定理论依据。方法以角色转变冲击模型为理论框架,采用文献查阅、小组讨论、半结构访谈等质性与量性相结合的方法,初步构建医务人员突发公共卫生事件应急能力培训体系,并采取Delphi专家咨询法对培训体系的信效度进行验证。结果两轮专家咨询问卷的有效回收率分别为96.67%、95.45%,专家权威系数0.860、0.884,协调系数0.399、0.475,最终确定医务人员应急能力培训体系包含一级指标4个、二级指标12个、三级指标57个。结论基于角色转变冲击模型构建的医务人员突发公共卫生事件应急能力培训体系,具有较好的科学性和实用性,能够为临床开展培训提供一定的理论依据。Objective To construct a public health emergency response capacity training system for medical staff,and to provide a theoretical basis for the emergency response capacity training for medical staff.Methods Based on the role change impact model as the theoretical framework,the training system of emergency response ability for medical staff in public health emergencies was initially constructed by combining qualitative and quantitative methods such as literature review,group discussion and semi-structured interview.Delphi expert consultation method was used to verify the reliability and validity of the training system.Results The effective recovery rates of the two rounds of expert consultation questionnaires were 96.67%and 95.45%,respectively.The expert authority coefficients were 0.860 and 0.884,and the coordination coefficients were 0.399 and 0.475.The final emergency response capacity training system for medical staff included 4 first-level indicators,12 second-level indicators,and 57 third-level indicators.Conclusion The training system of emergency response ability for medical staff in public health emergencies based on the role change shock model is scientific and practical,which can provide a theoretical basis for clinical training.
