摘　　要：现实中,各级政府往往通过加大考核力度、推动治理资源下沉等来解决基层形式主义,但并未达到根治基层形式主义的政策目标。基层形式主义是议程超载下基层的选择性应对。基于考核控制权和治理资源的适配关系构建基层形式主义的类型学矩阵,将基层形式主义分为政策悬浮、政策空转、政策展示和政策内卷四类,探讨考核控制权和治理资源在上级政府和基层政府间的错配对基层形式主义的影响机理。议题设置权决定着考核控制权和资源配置权的互动。基于此,构建上下互动的基层议题生成机制,有助于调适考核控制权与治理资源间的错配关系,为理解和解决基层形式主义提供一个解释框架。Governments at all levels often solve primary-level pointless formalities by increasing assessment efforts and shifting the focus of governance resources,but the policy goal of eradicating pointless formalities has not been achieved.Pointless formalities at the primary level is the selective response of primary-level governments under agenda overload.Based on the adapting relationship between assessment control and governance resources,a typological matrix of primary-level pointless formalities is constructed,which divides the pointless formalities into four categories:policy suspension,policy idling,policy display and policy involution.The impact of the mismatch between assessment control and governance resources between the higher-level government and primary-level government on pointless formalities at the primary level is discussed.The agenda setting right determines the interaction between assessment control right and resource allocation right.Based on this,building a mechanism for primary-level issues generation with interactions between upper and lower levels will help adjust the mismatch between assessment control and governance resources,and provide an explanation framework for understanding and solving primary-level pointless formalities.
