摘  要:在乡镇政府人事体系中,事业编制人员的激励问题关乎基层治理能力建设。乡镇政府通过设置“中层职位”,构造双重委托—代理层级,以强化人事激励。“中层职位”之所以能够对基层干部形成有效的激励,主要与事业编制人员所处的激励结构有关。经济待遇、受领导重视程度、组织环境复杂程度和社会性收益等方面的差异,形塑了事业编制人员的可激励性。为充分发挥“中层职位”的激励效用,竞争上岗成为维系“中层职位”在行政组织中稳定生成的治理机制,这不仅强化了基层党组织对人事工作的全面领导,而且体现了人事选拔上的公开和民主。依托竞岗制实践,乡镇政府在人事体系中形成了极具政治性的科层结构,并以强有力的“权威—服从”治理模式,为提升基层治理能力奠定了坚实的组织基础。In the personnel system of township governments,the incentive problem of public institution staff is related to the construction of primary-level governance capacity.Township governments set up"midlevel positions"to build a dual principal-agent structure to strengthen personnel incentive.The reason why the"mid-level positions"can form an effective incentive for primary-level officials is mainly related to the incentive structure of the public institution staff.The differences in economic treatment,the degree of attention paid by leaders,the complexity of the organizational environment,and social benefits shape the incentive nature of the public institution staff.In order to give full play to the incentive effect of"mid-level positions",competition for posts has become a governance mechanism in administrative organizations,which not only strengthens the overall leadership of primary-level Party organizations over personnel work,but also reflects the openness and democracy of personnel selection.Relying on the practice of post competition system,the township government has formed a highly political bureaucratic structure in the personnel system,and has laid a solid organizational foundation for improving the primary-level capacity for governance with a strong"authority-obedience"governance model.
