应急性社区社会资本生成机制及其常态化路径——基于新冠肺炎疫情社区防控的案例研究

摘　　要：社区成员的广泛参与及主体间互动被视为社区应急治理有效的关键因素,但对应急情境下社区互动和参与机制的系统性解释却存在不足。应急性社区社会资本的生成机制为:共同情感与物质需求是社会资本生成的动力维度,技术赋能的线上社区是社会资本生成的空间维度,党员示范与能人动员是社会资本建构的主体维度。应急性社区社会资本常态化可通过创造共同情感叙事和重拾社区分配功能来维系社会互动的内生动力、通过线上网络的持续科学经营和线下配套活动来拓展社区内部去边界化的互动空间、通过服务式的基层党建和更多角度挖掘社区能人来为主体力量增权赋能等路径实现。The extensive participation of community members and the interaction between participants are regarded as the key factors in effective community emergency governance,but the systenatic explanation of community interaction and participation mechanism in emergency situations is insufficient.The generation mechanism of community social capital for emergencies is as follows:common emotions and material needs are the dynamic dimensions of social capital generation;online communities empowered by technologies are the spatial dimensions of social capital generation;demonstration of Party members and mobilization of capable people are the subject dimensions of social capital construction.The normalization of community social capital for emergencies can be realized in the following ways:maintain the endogenous power of social interaction by creating a common emotional narrative and regaining the function of community distribution,expand the de-bounding interactive space within the community through the continuous scientific operation of online networks and offline supporting activities and empower the main force through service-oriented Party building at the primary level and tapping community talents in many ways.
