农村居民生态产品购买受偿水平影响因素及补偿标准研究——基于江西省的调查

摘　　要：[目的]探究农村居民生态产品购买的受偿水平并对其补偿标准进行精确测度有助于制定合理的补贴政策,以最大效用地推动农村居民的生态消费。[方法]文章基于江西省658个农村居民的调查数据,采用样本选择模型分析农村居民生态产品购买(以节能灯具为例)的受偿水平及其影响因素,并利用条件价值评估法测算其补偿标准。[结果]农村居民生态产品购买受偿水平受资源禀赋、生态认知和政策感知等因素共同影响;测算出农村居民生态产品购买受偿水平的动态调整区间为32.79~36.36元,政府支持农村居民购买生态产品的最优受偿率应为20%。[结论](1)高度重视农村居民资源禀赋对其受偿水平的影响,加强农村居民资源禀赋积累;(2)提高农村居民对生态产品的认知,强化生态产品政策宣传;(3)建立管控与激励相结合的生态补偿制度,科学确定生态补偿标准。In order to boost the ecological consumption of rural residents,formulating reasonable subsidy policies is useful.This study aims to investigate the compensation level of rural residents'ecological product purchases and measure its compensation standards.Based on a survey among 658 rural residents performed in Jiangxi province,a sample selection model was used to analyze the compensation level of rural residents'ecological product purchases(Energy-saving lamps and lanterns as an example)and its influencing factors,and the compensation standard was measured by a Contingent Valuation method.Empirical results provided evidence that the compensation level of rural residents'ecological product purchases was influenced by resource endowment,ecological perception and policy perception.Results also revealed that the dynamic adjustment range of the compensation level was 32.79~36.36 RMB,and the optimal compensation rate of government support for rural residents'ecological product purchases should be 20%.In view of the above conclusions,the following suggestions are made.It should attach great importance to the influence of resource endowment of rural residents on their compensation level,and strengthen the accumulation of resource endowment of rural residents,and improve rural residents'awareness of ecological products,strengthen the publicity of ecological product policies,then establish an ecological compensation system that combines control with incentive,determine ecological compensation standards.
