摘　　要：陕甘宁边区人民调解制度是新民主主义革命时期司法经验的典型代表,也是完善新时代人民调解制度的重要历史经验。边区人民调解制度的发展既深受历史文化的影响,又赓续了党的优良调解传统,在特定历史背景下,呈现出功能定位多重、审判与调解结合、工作开展依赖性强等特征。边区人民调解制度的发展历程表明,党的领导是人民调解制度健康发展的根本保障,群众路线是人民调解制度的根本工作路线,“权威”塑造是边区人民调解制度前进的重要助推力量。发展完善新时代人民调解制度,要树立“以人民为中心”的调解理念,推进人民调解制度规范化建设以及多元纠纷化解机制协同作用。The people′s mediation system in Shaanxi-Gansu-Ningxia Border Region is a typical representative of the judicial experience in the new democratic period,and also an important historical experience in improving the people′s mediation system in the new era.The development of people′s mediation system in the border area is not only deeply influenced by history and culture,but also continues the fine mediation tradition of the Party.Under a specific historical background,it presents the characteristics of multiple functional positioning,the combination of trial and mediation,and the strong dependence on work.The development of people′s mediation system in the border region shows that the leadership of the Party is the fundamental guarantee for the healthy development of people′s mediation system,the mass line is the fundamental working line of the people′s mediation system,and the"authority"shaping is an important driving force for the progress of people′s mediation system in the border area.To develop and improve the people′s mediation system in the new era,we need to establish a“people-centered”mediation concept,promote the standardization of the people′s mediation system,and the coordination of multiple dispute resolution mechanisms.
