摘　　要：为进一步推进我国海洋生态环境管理体系的建设,助力排污许可“一证式”管理,系统梳理了目前我国海洋油气开采行业现状及排污许可管理现状,分析目前海洋油气开采业纳入排污许可管控的范围、排污许可证申请主体以及分类管理等关键问题,开展海洋油气开采业技术规范编制中的许可排放限值、实际排放量及自行监测等难点问题研究,并针对上述问题及难点提出了海洋油气开采行业在排污许可管理方面的对策建议和思考。In order to further promote the construction of China′s marine ecological environment management system and facilitate the"one license"management of pollutant discharge permit,this paper systematically combs the current operation status of offshore oil and gas extraction industry and the status of pollutant permit management,analyzes the key issues such as the scope of pollutant discharge permit management and control,the subject of pollutant discharge permit application and classified management of offshore oil and gas exploration industry,researches on the allowable emission limit,actual emission and self-monitoring in the preparation of technical specifications for offshore oil and gas exploitation industry.In view of the above problems and difficulties,this paper puts forward some suggestions and considerations on the management of pollutant discharge permit in the offshore oil and gas exploitation industry.
