日本恶臭污染防治管理体系及其对我国的启示

摘　　要：随着我国经济的高速发展和城市化进程的加快,民众的环保意识不断增强,恶臭污染已经成为民众普遍关注的社会和环境问题。为了借鉴国外经验,提高我国的恶臭污染防治工作水平,改善整体恶臭污染形势,研究了日本恶臭污染的现状、恶臭污染防治的法律法规、防治标准及指标体系,以及对恶臭测定从业人员及相关测定企业的管理制度。日本恶臭污染防治工作起步早,法律法规相对健全,管控标准灵活,可操作性强,其经验对我国的恶臭污染防治工作具有重要的借鉴意义。建议我国通过调研实时更新排放标准中特定恶臭污染物的种类,区分厂界与环境敏感点的排放标准,削弱排气筒高度对排放标准的影响,并因地制宜地制定更为精细化的恶臭污染防治管理标准。With the development of economy and the acceleration of urbanization in China,the public′s awareness of environmental protection has been increasing,and odor pollution has caused widespread concern as a social and environmental problem.In order to improve the level of odor pollution prevention and control,and the overall odor pollution situation in China,this paper studies the experiences of Japan,including current situation of odor pollution,the laws and regulations,prevention and control standards and index system,as well as the management system of odor measurement practitioners and related measurement enterprises.Compared with China,Japan′s odor pollution prevention work started earlier,laws and regulations are relatively more sound,control standards are more flexible and operability,so its experience has important implications for China′s odor pollution prevention work.It is recommended that China update the types of specific odor pollutants in the emission standards in real-time through research,distinguish the emission standards of factory boundaries and environmentally sensitive points,weaken the impact of exhaust pipe height on the emission standards,and develop more refined odor pollution prevention and control management standards according to local conditions.
