摘  要:在对美国应用二氧化碳强化采油(CO_(2)-EOR)消纳工业捕集的二氧化碳(CO_(2))、降低碳捕集利用和封存(CCUS)成本、提升CCUS可行性等方面进行研究的基础上,对美国利用CCUS实现碳减排情况,包括碳源来源、成本效益以及政策支持开展了全面梳理和分析。研究发现,美国在二氧化碳减排领域建立了完善的法律法规体系,突出体现为通过财税等经济刺激手段激励二氧化碳强化采油应用,促进减排与效益双赢,并规范二氧化碳注入地下全过程管理,减少或避免对地下水影响。借鉴上述美国经验,结合对我国CCUS应用现状及技术领域的制约因素的分析,从减排政策、源汇匹配、管道网络建设、捕集技术评估体系建立、地下回注监管及二氧化碳利用等方面有针对性地提出我国合理利用CCUS实施碳减排的对策建议。Based on studying the enhanced oil recovery using carbon dioxide(CO_(2)-EOR)which plays a significant role on storing anthropogenic CO_(2),reducing cost of carbon capture utilization and sequestration(CCUS),improving on CCUS feasibility study etc,this paper analyzed carbon reduction situation,including carbon resources,cost-benefit,regulations and policies in the US.This study found that CO_(2)-EOR in the field of CO_(2)emission reduction had constructed integrated laws and regulations system,which are the stimulus means such as tax incentives EOR applications to promote mitigation and benefit double wins,standardizing management of the whole process of the CO_(2)injected underground to reduce or avoid the impact to groundwater,drawing on the American experiences above,combined with the analysis of the current situation of CCUS implementation and the restrictive factor in China,this study also put forward countermeasures and suggestions for China to implement CCUS to reduce carbon emission through emission reduction policy,source-sink matching,pipeline system construction,establishment of assessment system of capture technology,underground reinjection regulation and carbon dioxide utilization fields.
