乡村振兴科技引领型齐鲁样板山东农科模式的长效机制初探

摘　　要：在全国农业科技创新的大背景下,习近平总书记于山东提出“翅膀论”。山东省农业科学院把“给农业插上科技的翅膀”和“打造乡村振兴齐鲁样板”重要指示有机融合起来,提出农业科研单位应该发挥科技引领作用,在乡村振兴的生动实践中融入科技要素,打造区域性的乡村振兴科技引领型齐鲁样板。以齐鲁样板山东农科模式为研究对象,分析了山东农科模式诞生的“三个基础”——思想基础、方法基础与需求基础,以及实现其长效机制的“六个特色”——工作机制创新标准化、农业科技引领地位主导、“三联三化”模式联结、“1+7”模式体系形成、多元主体农科命运共同体构建、农科公共品牌再拓展。以“六个特色”为长效机制的山东农科模式紧紧围绕农业科技引领的主导地位,多元一体,为全国农科模式长效机制后续发展提供了优秀的体系化模板。In the context of national agricultural science and technology imnovation,General Secretary Xi Jinping proposed the"Wing Theory'in Shandong.Shandong Academy of Agricultural Sciences organically integrated the important instructions of"putting the wings of science and technology on agriculture"and"creating a model of rural revitalization in Qilu",and proposed that agricultural research units should play a leading role in science and technology,and integrate scientific and technological elements in the vivid practice ofrural revitalization to create aregional model ofrural revitalization in Qilu.Taking the Qilu model of Shandong agricultural science model as the research object,and the"three foundations"of the bith of Shandong agricultural science model were analyzed,including the ideological foundation,methodological foundation and demand foundation,and the"six features"to achieve its long-term mechanism was analyzed,including the work mechanism innovation standardization,agricultural science and technology leading position leading,"three links and three changes"mode linkage,"1+7"mode system fomation,multiple subjects agricultural science community of destiny construction,agricultural science public brand and then expand.Shandong agricultural science model with"six features"as the long-term mechanism is closely focused on the leading position of agricultural science andtechnology,diversified as one,providing an excellent systematic template for the follow-up development ofthe long-term mechanism of the national agricultural science model.
