摘　　要：日本自1997年开始由经济产业省和国土交通省每四年共同制定一次《综合物流施策大纲》,至今已发布七次。在七次《综合物流施策大纲》的演进中,以提高国家和产业的国际竞争力为目标,以降本、增效、提质、扩能、循环等五个基本特征贯穿始终,构成日本物流政策内容的鲜明特征。文章借鉴日本七次《综合物流施策大纲》及其在农产品冷链物流、绿色物流、应急物流、智慧物流等重点领域的发展经验,结合我国高质量发展阶段特征,提出了未来我国物流业政策内容体系:一是契合我国物流业实际,制定系统连续的《物流业中长期发展规划》;二是完善物流各细分领域发展规划;三是在总结政策实施成效的基础上,指明我国物流业未来发展方向。Since 1997,the Ministry of Economy,Trade and Industry(METI)and the Ministry of Land,Infrastructure,Transport and Tourism(MLIT)have jointly formulated the“Outline of Comprehensive Logistics Policy”every four years,with seven publications of date Japan s seven“Comprehensive Logistics Policy Framework”has evolved with a focus on five fundamental aspects:cost reduction,efficiency enhancement,quality improvement,capacity expansion,and recycling.These features have consistently aimed at improving the international competitiveness of the country and its industries,making them the distinctive characteristics of Japan s logistics policy.This paper draws on Japan s seven“comprehensive logistics policy outline”and its development experience in key areas such as agricultural cold chain logistics,green logistics,emergency logistics,intelligent logistics,etc.,and combines the characteristics of China s high-quality development stage,and proposes a future policy content system for China s logistics industry:first,to develop a systematic and continuous“logistics industry medium and long-term development plan”in line with the reality of China s logistics industry;second,to improve the development of various segments of logistics planning;third,the identification of future development directions for China s logistics industry based on a comprehensive evaluation of policy implementation effectiveness.Simplified and restructured the original sentence to improve clarity and concision.
