摘　　要：西藏河谷经济为西藏区域经济发展提供了重要的文化支撑,同时“一江两河”也是西藏河谷经济的动脉,高质量发展的西戴河谷经济能够为全国其他地区河谷经济发展质量的提升提供经验借鉴。因此,西藏河谷生态在西藏区域经济发展中具有重要战略地位,但生态脆弱性成了西藏河谷经济的发展瓶颈。只有进一步平衡经济发展与环境保护之间的关系,在肯定生存环境的因素中找到确证人类肯定自身的因素,才能通过探索创新性的区域经济发展模式实现河谷经济发展与生存环境保护的双赢,在发现问题和解决问题中提升河谷区域经济发展质量。西藏河谷生态环境面临的主要问题在于:生态脆弱区和生态敏感区分布广泛;降水与光热资源分布不均衡;冲沟广泛分布;自然环境的不稳定性因素增加。发展西藏河谷经济需要处理好保护与发展的关系,实现在建设中发展和在发展中建设的目标。为了更好地持续推进西藏河谷经济发展,需要通过推出多元化发展举措,改变河谷经济的发展样态,包括修复河谷地带生态脆弱区,合理安排组合种植,在对土地划分类别和评定等级的基础上进行分类治理,加强污染物治理,同时也要依托既有文化资源发展生态旅游,拓宽农民增收渠道,使西藏河谷经济走上持续发展轨道。Tibet valley economy caters important cultural support for Tibet economic development.At the mean time,"the Yarlung Zangbo river+Lhasa river+Nianchu river"is also the artery of the Tibetan valley economy.The high-quality development of the Tibetan valley economy can provide experience and reference for the improvement of the quality of valley economic development in other regions of the country.So Tibet valley ecology plays the role of important strategic position in the procession of regional economic development in Tibet,but ecological vulnerability becomes the bottleneck for Tibet valley economic development.The irrational mode of production,and the long-term entanglement between economic development and environmental protection have not fundamentally changed the ecological vulnerability of the Tibetan river valley.Only by further balancing the relationship between economic development and environmental protection,can we find the factors that confirm the affirmation of human beings themselves among the factors that affirm the living environment,only by exploring an innovative regional economic development model,can we achieve a win-win situation between the economic development and the living environment protection of the river valley,and improve the quality of the economic development of the river valley region during the process of finding and solving problems.The main problems Tibet valley ecological environment face are the followings:the ecological fragile district and ecological sensitive area widely distributed;precipitation and heat resources distribution being not balanced,serious ecological degradation and gully widely distributed;the instability of the natural environment factors increasing.River valley economy development of Tibet should deal with the relationship between the protection and development,realizing the purpose of developing in the process of constructing and constructing in the process of developing.In order to better and continuously promote the economic development of the Tibetan ri
