摘　　要：随着政府职能的转变,政府购买社会工作服务增加,为了更好地监督项目承接方的服务质量,政府开始引入第三方评估。第三方作为独立、客观的评估方,能够从其专业角度给予被评估方建议,提高其服务能力,帮招标方检验被评估方的服务成效。以H社工机构为例,本文具体阐述了H社工机构在政府购买社工服务项目评估中的基本情况并对影响第三方评估的各主体因素进行分析,给予针对性的反思与建议,以期提升第三方评估的专业性、效率以及被评估方的服务质量。With the transformation of governmental functions,governmental purchases of social work services have been on a steady rise.In order to better supervise the service quality of project undertakers,governmental functions have begun to introduce third-party evaluation.As an independent and objective evaluator,the third party can give suggestions to the evaluated party from its professional perspective so as to improve the latter's service ability,and check the service effectiveness of the evaluated party for the tendering party.Taking the H Social Work Agency as an example,this paper elaborates on the basic situation of the Agency in the evaluation of social work service projects purchased by relevant government facilities,analyzes the main factors affecting the third-party evaluation,and gives targeted reflections and suggestions in order to improve the professionalism and efficiency of the third-party evaluation and the service quality of the evaluated party.
