摘　　要：目的 综合运用TOPSIS和RSR法评价出生缺陷防控民生项目实施效果。方法 选取2014—2020年广东省妇幼健康服务提供情况相关指标和围生儿出生缺陷检出率结局指标,综合运用TOPSIS和秩和比法评价出生缺陷防控民生项目实施效果。结果 2014—2020年广东妇幼健康服务指标逐年趋好,产检≥5次率、孕早期检查率、预防母婴传播(HIV检测率、梅毒检测率、HBsAg检测率)在高位稳中有升,项目实施过程指标:产前筛查率、新生儿疾病筛查率、新生儿听力筛查率在项目实施后第二年(2016年)跨越式增加,出生缺陷检出率从2014年项目实施前312.57/万下降至237.78/万,下降了23.93%;TOPSIS法分析结果显示,Ci值逐年提高,2014年最低0.0728,2020年升至0.8286。RSR法排序分档显示,2014—2015年广东出生缺陷防控工作处于较差水平,2016—2017年处于中间水平,2018—2020年处于最优水平。结论 广东省政府高度重视出生缺陷防控工作,通过积极实施一系列综合措施全省出生缺陷防控成效显著。Objective To evaluation of the prevention and control effect of birth defect using TOPSIS and RSR methodsintegratedly.Methods Relevant indications of maternal and child health service providing and incidence rate of birth defect in Guangdong from 2014 to 2020 were collected,evaluated the quality of the prevention and control effect of birth defect using TOPSIS and RSR methods comprehensively.Results The relevant indications of maternal and child health service providing were getting better from 2014 to 2020 in Guangdong province,including the rate of antenatal examination times≥5,early pregnancy examination,prevention of mother-t-child transmission(PMTCT),the index of project implementation process such as prenatal screening,neonatal screening and newborn hearing screening increase by leaps and bounds from the second year of the project implementation.While the incidence rate of birth defect became lower year by year,which was from 312.57 in ten thousand(2014)to 237.78(2020).The analytical results of TOPSIS method revealed that the C,was getting higher,from the lowest one was 0.0728 in 2014 to the highest was 0.8286 in 2020.The results of RSR method showed that the prevention and control effect of birth defect in 2014 to 2015 was in low level,the middle was 2016 to 2017,and 2018 to 2020 was at optimal level.Conclusion Guangdong government attached great importance to birth defect prevention and control,a series of comprehensive measures of prevention and control of birth defects had been carried out.
